编制说明
《国家电网公司业主项目部标准化管理手册》是按照“大建设”体系建设方案,结合国家电网公司基建最新通用制度标准要求,在2013年出版的《国家电网公司业主项目部标准化工作手册》基础上,经过广泛征求各单位意见修编完成。
本手册修编体现了四个特点:一是全面总结了国家电网公司系统业主项目部标准化建设经验,并紧密结合公司基建最新管理制度标准要求;二是手册内容适用于110(66)kV及以上输变电工程,35kV输变电工程及新建变电站同期配套10kV送出线路工程参照执行;三是手册正文总体继续保持按五大专业描述的架构,对相关内容、流程等进行更新、优化、完善;四是手册内容突出业主项目部重点工作及主要管控节点、主要工作流程及管控记录表应用等有关要求。
本手册主要包括以下三大方面内容:
(1)业主项目部设置。明确了业主项目部的定位、组建原则、组建方式与要求,明确了业主项目部工作职责及各岗位职责;明确了业主项目部重点工作与关键管控节点。
(2)专业管理要求。明确了业主项目部项目管理、安全管理、质量管理、造价管理、技术管理五个专业的管理工作内容及方法、管理流程、管理依据。
1)管理工作内容及方法。明确了业主项目部主要工作内容和基本方法,并标注了完成各项工作所采用标准化管理模板的编号,附录B中详细收录了业主项目部标准化管理模板(可登录国家电网公司内网“基建管理”专栏下载使用)。
2)管理流程。明确了业主项目部各专业管理重要单项业务的工作流程。
3)管理依据。主要标注了业主项目部各项工作所依据的国家、行业、国家电网公司有关法律法规、管理制度、技术标准等,对于规章制度、技术标准等不再列出文号,对于通知、文件等列出文号。除本手册已列出的管理依据外,国家电网公司已经颁布及即将颁布的基建相关管理制度等,也作为业主项目部各项管理工作的依据。
(3)评价机制。评价机制包含评价方法、评价标准、评价结果应用等内容,依据《国家电网公司业主项目部标准化管理办法》,明确了国家电网公司总部、省级公司基建部门对业主项目部的综合评价内容及相关要求;明确了业主项目部对相关参建单位的综合评价或履约评价内容及相关要求。
本手册还对有关名词术语进行了统一解释,详见附录A。
本手册中管理模板代码的命名规则:SZ代表业主项目部组建模板;XM代表项目管理模板;AQ代表安全管理模板;ZL代表质量管理模板;ZJ代表造价管理模板;JS代表技术管理模板;PJ代表评价机制模板,详见附录B。
本手册中管控记录表(GK×)内容模板参照附录C。
